- Protected bays (Boka/Kotor Bay is usually calmer than open coast)
- Away from traffic lanes (no busy marinas/ferry routes)

- Strong wind, current, or swell (especially outside the Bay)
- Near shipping routes / marina entrances
- If anyone is tired, cold, or had too much alcohol
